POP Study

More and more public authorities are wondering whether and how they can use the largest vector geo-database OpenStreetMap. A pilot study entitled "Public-OSM Partnership" (POP study) promises some answers. It aims to clarify questions about data licenses, identify typical processes and evaluate software tools by the end of 2021.

Analogous to the Public-Private Partnership, the newly proposed term "Public-OSM Partnership" (POP) involves representatives of the community (public authorities) working in partnership with citizens and association representatives of the OpenStreetMap (OSM) crowdsourcing project to accomplish a public task by coordinating and optimizing their resources and activities.

This pilot study clarifies data licensing issues, identifies typical processes, and evaluates tools. It aims to demonstrate how OSM can be used by the community, from monitoring to direct adoption of OSM data, by around the end of 2021. The sponsors of the study are OST-HSR (university) and Schutz & Rettung Stadt Zürich as co-leaders together with Statistik/OGD-Stelle Stadt Zürich and the cantons of Zürich (GIS center and statistics) and Neuchâtel (GIS office).
